The US Virgin Islands (15.48 per 1,000 population) and Bulgaria (15.33 per 1,000 population) complete the top 5. Niue (14.86 per 1,000 population) and Latvia (14.84 per 1,000 population) follow close behind. Saint Pierre and Miquelon (14.38 per 1,000 population), Serbia (14.35 per 1,000 population), and Moldova (14.23 per 1,000 population) round out the top ten. The spread across the top ten is substantial: the Holy See would have 1.7× the figure recorded by Moldova (14.23 per 1,000 population). Six of the top ten are in Europe. Among these countries, Monaco is projected to see the largest year-over-year change at -3.4%.
