United States Virgin Islands (15.48 per 1,000 population) and Bulgaria (15.33 per 1,000 population) complete the top 5. Niue (14.86 per 1,000 population) and Latvia (14.84 per 1,000 population) follow close behind. Saint Pierre and Miquelon (14.38 per 1,000 population), Serbia (14.35 per 1,000 population), and Republic of Moldova (14.23 per 1,000 population) round out the top ten.
