Gross enrollment ratio for tertiary education (2024)

Macao leads the world in gross enrollment ratio for tertiary education at 141.86% in 2024, followed by China, Hong Kong SAR (120.09%) and Ukraine (85.27%). Saudi Arabia (83.88%) and Albania (82%) close out the top 5. Next up, Monaco (77.48%) and China (76.88%). Fiji (75.01%), Republic of Moldova (74.71%), and Belarus (70.11%) round out the top ten. The gap across this list is wide — Macao has 2.0× the value of Belarus (70.11%). Five of the top ten are in Europe, with three from Eastern. Among these countries, Albania saw the largest year-over-year change at +26.7%.
