Kenya leads the world in government expenditure on education as percentage of total government expenditure at 28.54% of govt expenditure in 2025, followed by Namibia (24.58% of govt expenditure) and Bhutan (22.22% of govt expenditure). Senegal (20.91% of govt expenditure) and Dominican Republic (20.87% of govt expenditure) close out the top 5. Next up, Sierra Leone (20.55% of govt expenditure) and Eswatini (19.21% of govt expenditure). South Africa (19.14% of govt expenditure), Benin (18.02% of govt expenditure), and Zimbabwe (17.9% of govt expenditure) round out the top ten. The gap across this list is wide — Kenya has 1.6× the value of Zimbabwe (17.9% of govt expenditure). Eight of the top ten are in Africa, with three from Southern. Among these countries, Bhutan saw the largest year-over-year change at +29.3%.
