Tajikistan (19.67% of govt) and Chile (19.48% of govt) complete the top 5. Guatemala (19.35% of govt) and Nicaragua (19.24% of govt) follow close behind. Malaysia (18.89% of govt), Kenya (18.43% of govt), and Costa Rica (18.04% of govt) round out the top ten. The spread across the top ten is substantial: Uzbekistan has 1.6× the figure recorded by Costa Rica (18.04% of govt). Five of the top ten are in Asia, with four from Central Asia.
