Nauru tops the global rankings for government revenue as percentage of GDP, recording 144.73% of GDP in 2026, followed by Tuvalu (112.93% of GDP) and Kiribati (99.53% of GDP). Kuwait (76.45% of GDP) and Marshall Islands (76.36% of GDP) complete the top 5. Libya (67.87% of GDP) and Micronesia (62.37% of GDP) follow close behind. Norway (59.51% of GDP), Lesotho (56.82% of GDP), and Finland (53.86% of GDP) round out the top ten. The spread is substantial: Nauru has 2.7× the figure recorded by Finland (53.86% of GDP). Five of the top ten are in Oceania, with four from Micronesia. Among these countries, Kiribati saw the largest year-over-year change at +35.0%.
